ISSUE: Incorrect value when using TRY_TO_TIMESTAMP_LTZ function for dates after 2038. The output of TRY_TO_TIMESTAMP_LTZ goes wrong starting in 2038. The hour value in the output is 23 instead of 00 and the offset is off by 1 hour.
